St. Petersburg opens competitive bid window for Historic Gas Plant District redevelopment

The City of St. Petersburg has opened a 30-day window for developers to submit proposals to redevelop the approximately 86-acre Historic Gas Plant District, city officials announced.

The move follows the receipt of an unsolicited proposal and comes under Florida Statute 163.380, which requires public notice and an opportunity for competing or alternative submissions before a city can move forward with development of public property.

The published notice went live Sunday, Jan. 4, and proposals are due by 10 a.m. Tuesday, Feb. 3. Interested parties can submit bids to lease, purchase or develop all or part of the site, which includes land surrounding Tropicana Field. The full notice and submission instructions are available at www.stpete.org/realestate, and questions can be directed to the City’s Real Estate and Property Management Department at bu******@****te.org.

The Historic Gas Plant District has been the focus of redevelopment planning for years and is considered one of the region’s most significant development opportunities. Past proposals have envisioned mixed-use projects including housing, commercial space, entertainment venues and green space.

City officials said the competitive process ensures transparency and encourages innovative proposals while maintaining community and environmental considerations.

“This process gives all interested developers an opportunity to bring forward ideas that can benefit St. Petersburg and the surrounding community,” a city spokesperson said.

In addition to the original unsolicited submission, the Pinellas County Housing Authority has submitted a proposal to build 80 units of affordable senior housing in the district, part of ongoing efforts to include equitable development and community restoration.
