Dubai developer plans luxury condo on Champlain Towers site

A Dubai-based developer is moving forward with plans to build a 12-story luxury condominium complex on the site of the Champlain Towers South building, which collapsed in 2021, killing 98 people.

DAMAC International says it will develop The Delmore on the site in Surfside, Florida, just outside Miami. Construction has already begun, with an expected completion date of 2029, the company said in a statement.

Designed by Zaha Hadid Architects, the project will feature staggered floors and 37 “mansions” with units averaging 7,000 square feet. The price for a four- or five-bedroom unit will start at $15 million. The development will also offer a range of luxury amenities, including a private restaurant, residential butlers, a wellness spa, and other resort-style features.

“We’ve focused on delivering an ultra-luxury product to the South Florida market that is unlike anything the area has seen previously,” said Jeffery Rossely, senior vice president of development for DAMAC International.

In June 2021, the 12-story, 136-unit oceanfront condominium collapsed, killing 98 people in one of the deadliest structural failures in U.S. history. Only two teenagers and a woman survived the collapse, while some residents were able to escape from the portion of the building that remained standing for a short time after the initial failure.

The National Institute of Standards and Technology (NIST) investigators found that several steel-reinforced concrete columns in the building were severely weakened by corrosion, rendering them far below construction standards from the time the tower was built in 1980.

Evidence has been transferred to the Miami-Dade Police Dept., according to federal investigators.

NIST announced the milestone, saying the transfer became possible once it had completed its extensive review, measurement and testing of critical building evidence extracted from the collapse site. Investigation work is still ongoing, with a projected release date of 2026 for the draft report.
