Carrfour Supportive Housing breaks ground on $17.5 million West Palm Beach project

Carrfour Supportive Housing says it has broken ground on a $17.5 million, 36-unit supportive housing project for individuals impacted by mental illness and residential instability.

The organization, which says it is Florida’s largest nonprofit affordable housing developer, has teamed up with the Jerome Golden Center for Behavioral Health, a comprehensive behavioral health services provider, to oversee the Dr. Alice Moore Apartments at 335 27th St.

West Palm Beach’s building permit documentation indicates the project’s general contractor is Carr Builders LLC from Pompano.

All of the units will provide residents earning at or below 60 percent of HUD’s area median income (AMI), with individualized and comprehensive services within a supportive community that promote residential stability, self-determination, wellness and independence. Of the community’s 36 units, 26 will be designated for adults living with severe mental illness who require supportive services to live independently.

“The Dr. Alice Moore Apartments will offer residents who are living with mental illness the promise of a brighter future by offering them comprehensive supportive services within a safe and affordable housing community that they can be proud to call their new home,” Carrfour Supportive Housing president and CEO Stephanie Berman said in a statement.

With units ranging in size from studios to one-bedrooms, the mid-rise, four-story apartment building will offer amenities including an outdoor community green space, library/business center, a gym, lobby and reception area, and community meeting space.

Jerome Golden Center for Behavioral Health has 48 years of experience as a mental health provider and will provide comprehensive behavioral health services. “We are grateful for the partnership of Carrfour and the City of West Palm Beach to enable our clients to live independently and take advantage of all that our community has to offer,” said Dr. Linda De Piano, CEO of the Jerome Golden Center.

Dr. Alice Moore Apartments will be managed by Crossroads Management, LLC, a wholly owned subsidiary of Carrfour Supportive Housing, Inc. In collaboration with the Jerome Golden Center, the community will offer a variety of on-site supportive services aimed at helping residents achieve wellness independence, including a full range of behavioral health and primary care services.

Funders of the development include Florida Housing Finance Corporation, Enterprise Community Partners, and The City of West Palm Beach who, through its Department of Housing and Community Development, contributed $1.1 million in federal program funds and other development incentives for the project. Bank of America also provided construction financing.

Carrfour has a 25-year history developing and operating supportive housing in Miami-Dade County for the community’s most vulnerable populations, including veterans with special needs and the chronically homeless. Over the last two decades, Carrfour has successfully assembled hundreds of millions of dollars in financing, tax credits and subsidies to develop and manage more than 2,000 affordable/supportive units in 17 housing communities across South Florida. The organization currently has another three communities in development set to deliver an additional 150 units over the next two years.
