Boca Raton Council moves forward with plan to transform downtown government campus

The City of Boca Raton is taking the next step in a long-term plan to revitalize its aging downtown government campus, after City Council on Tuesday directed staff to move forward with a Master Partnership Agreement alongside development partners Terra and Frisbie Group.

The move marks a major milestone in the city’s effort to modernize its 30-acre civic core, which currently includes City Hall, the Community Center and the Police Station. The proposed transformation — still in its early planning stages — would see the outdated facilities replaced with a vibrant, mixed-use development including a new City Hall, police substation, community center, residential units, office and hotel space, as well as dining and retail options.

“This is an exciting opportunity to reimagine our government campus into something that truly reflects the needs and aspirations of Boca Raton residents,” said Mayor Scott Singer. “We’re committed to ensuring this project is shaped by community input every step of the way.”

The plan stems from a public-private partnership (P3) between the City and the Terra & Frisbie Group. The Interim Master Plan, which establishes a conceptual framework for density, land use and site layout, is non-binding and will be refined further over the coming months. Key upcoming steps include comprehensive infrastructure, mobility, and financing assessments.

A design charette and public open house held in April was an opportunity to share feedback on early proposals. Continued community engagement remains a central component of the project, with the City encouraging public feedback through meetings, surveys and its MyBoca app.

The project timeline outlines a series of upcoming milestones, including:

  • July 17: City comments on infrastructure and environmental assessments
  • August 8: Presentation of a comprehensive financing and capital plan
  • August 22: Final City comments on traffic and mobility analysis
  • October 2025: Target date for completing the finalized Master Partnership Agreement

Once completed, the revamped campus is expected to serve as a dynamic civic hub, improving access to services and bringing new residential and commercial vitality to the downtown core.
