Construction has begun on the Residences at East End, a 174-unit affordable housing development in East Tampa, city and project officials announced Wednesday.

The development, a partnership between the City of Tampa, Related Urban Group, and the Tampa Housing Authority, will provide housing for residents earning between 22% and 80% of the area median income—roughly $32,000 to $83,000 annually for a family of four. Forty-three units will be supported with Section 8 Project-Based Vouchers from the housing authority.

The project was made possible through a $9 million contribution from the State of Florida under the State Apartment Incentive Loan program, with the city providing a $75,000 local match. The land was purchased by the city with the intent to expand affordable housing opportunities in East Tampa.

The development will feature five residential buildings with two-bedroom, two-bathroom units, along with amenities including a dog park, picnic areas, a fitness center, and a pocket park. Construction is expected to be completed by the end of 2026.

Mayor Jane Castor called the project a “critical step” toward creating more equitable housing in Tampa. “This part of Tampa has long faced a shortage of quality, attainable housing, and this project brings real, lasting solutions for families who deserve the opportunity to live in safe, vibrant neighborhoods,” she said.

Alberto Milo Jr., president of Related Urban Development Group, said the project will help families establish stability and growth opportunities. “Through this partnership with the City of Tampa and THA, we are building attainable, high-quality homes where residents can thrive near key schools, jobs and community resources,” Milo said.

The Residences at East End represents a continued effort to expand walkable, diverse neighborhoods in Tampa while addressing the city’s affordable housing needs.
