ORLANDO — The emergency reconstruction of the Sanibel Causeway following Hurricane Ian has been named the Project of the Year by the Design-Build Institute of America (DBIA) Florida Region, leading a slate of infrastructure projects recognized for excellence across the state.
The Superior-de Moya Joint Venture, comprised of Florida-based Superior Construction and The de Moya Group, accepted the Best Overall Design-Build Project of the Year award for restoring access to Sanibel and Captiva islands. The $328 million project, which also won Transportation/Roadway Project of the Year, utilized a phased design-build approach that allowed emergency repairs and permanent construction to occur simultaneously, completing the work two years ahead of the original schedule.

While the Sanibel project took top honors, the DBIA recognized nearly a dozen other projects and contractors for their contributions to Florida’s infrastructure.
Westra Construction Corp., based in Palmetto, won Project of the Year in the Water/Wastewater category for the South County Potable Water Transmission Main Project in Hillsborough County.
In the Federal, State, County, and Municipal category, Hensel Phelps secured the Project of the Year award for the new Dormitories Complex at Tyndall Air Force Base.
The Transportation Structures Project of the Year went to the Wekiva Parkway Section 8 Interchange in Seminole County, built by the Lane-DRMP design-build team, led by The Lane Construction Corporation.
The organization also presented Honor Awards to several firms for significant regional projects:
- Skanska USA Civil Southeast received two honors: one for the Big Bend Road (CR 672) at I-75 improvement in Hillsborough County and another for the I-4 at SR 557 Interchange in Polk County.
- The Middlesex Corporation also earned two Honor Awards: for the East Selmon Slip Ramps in Tampa and the Tampa International Airport Air Cargo Expansion.
- Kaufman Lynn Construction, based in Delray Beach, received an Honor Award for the City of Riviera Beach Fire Rescue No. 87 & EOC.
- Kiewit Infrastructure South Co. was honored for the “Tampa PIPES” comprehensive neighborhood infrastructure project.
- Garney received an Honor Award for the Regional Integrated Loop Phase 3C Pipeline in Sarasota.
Merit Awards recognized additional contributions:
- Globaltech, Inc., of Boca Raton, won the Small Projects Merit Award for its continuing design-build contract with the Seacoast Utility Authority.
- Superior Construction Company Southeast received a Merit Award for the Cathedral Oak Parkway in Clay County.
- AGI de Moya JV, a partnership involving Asphalt Group, Inc. and The de Moya Group, was recognized for the SR 826/Palmetto Expressway Capacity Improvement Project in Miami-Dade County.
- Balfour Beatty US won in the Rehabilitation/Renovation/Restoration category for the Jacksonville Transportation Authority’s Bay Street Innovation Corridor.
- Jacobs received a Merit Award for improvements to the David L. Tippin Water Treatment Facility in Tampa.
