All Aboard Florida to select contractor for Orlando leg of $2.5 billion project

All Aboard Florida will soon name a contractor to oversee the construction of the 35-mile Orlando leg of the $2.5 billion Miami-to-Orlando passenger rail corridor.

The Coral Gables-based firm on June 29 expects to award a construction management contract that would include building the new railway and roadway from Cocoa to Orlando and structures within Orlando International Airport for the new passenger train and its related projects, Orlando Business Journal has reported.

All Aboard on June 11 collected qualifications from firms interested in the project, which is slated to be completed by Aug. 31, 2017.

The RFQ included these provisions:

  • A highly qualified, professional and experienced project management team skilled in relationships, value engineering, scheduling, bidding and procurement, construction means and methods, site logistics, project planning and construction management.
  • The team must not include any design consultants.
  • Those submitting proposals must have completed at least two $50 million or more construction management or prime contractor projects in the past seven years that are either a passenger rail project or intermodal facility, railway station or roadway system on an airport property.
  • The construction manager has to have the capability to self-perform at least 20 percent of the direct cost of the work.
  • Provide performance and payment bonds or alternate security equal to the contract price, which may be up to $50 million.

All Aboard expects to complete a shortlist of three finalists by July 17, who will be interviewed. More details are on All Aboard’s website.
