Strategic Property Partners (SPP), the developer behind Water Street Tampa, has formally submitted plans for a new entertainment district to the City of Tampa’s development review process. The submission follows several months of planning and design.

The project will be led by joint venture general contractors Moss Construction and Barton Malow, with architecture and design by Gensler.

The development is planned to include a 3,500-capacity live music and entertainment venue and a 250-room hotel. Approximately 80,000 square feet will be dedicated to retail, dining, and hospitality spaces, along with public gathering areas intended to create a walkable district active on both event and non-event days.

The venue will operate in partnership with Vinik Sports Group and is designed to provide a mid-size platform for artists who are too large for smaller venues but not ready for arena-scale performances. The space will follow an “open room” model, allowing bookings from multiple promoters and entertainment companies rather than a single operator.

Moss Construction and Barton Malow said the project involves complex, large-scale construction and will expand on the infrastructure and design principles established in earlier phases of Water Street Tampa. Moss Construction previously served as general contractor for the Cora residential building during the district’s first phase.

The project is still in the review stage, and timelines for construction or opening have not been announced. created over more than a decade that allow companies to scale and thrive here.”
