Orange County is moving ahead with construction of a new $49 million animal shelter, a project officials say will be the largest of its kind in Florida when completed in summer 2027.
The Orange County Board of County Commissioners voted this week to award the construction contract to The Collage Companies. At 123,419 square feet, the two-story shelter will house up to 265 dogs on the first floor and 200 cats on the second, with the entire building air-conditioned.“This new building will be a symbol of the values we hold as a community,” said Orange County Mayor Jerry L. Demings. “We’re investing in a future where animals, staff, and residents will thrive, and I believe we should be proud of this step forward.”
The design contract was awarded in 2022 to Bacon Group, Inc. Architecture. County staff worked with architects, subject-matter experts and consultants, touring shelters across Florida to plan a layout that optimizes animal care and services. The design incorporates disease-mitigation strategies and elements from the Fear Free Shelters concept.
“This is a landmark day for this project, which our staff has been working on for years,” said Diane Summers, manager of Orange County Animal Services. “We’re most proud of the improved experience for our shelter pets, with air-conditioning, more space, and a healthier and more comfortable environment. If the pets are happy, our staff, visitors, and community will be happy, too, knowing we’re providing the best possible care.”
The shelter will be built on land currently shared by the existing OCAS facility and Orange County Mosquito Control, which is being relocated.
Officials credited community members, advisory board members, and local advocates for their support. “There are so many people we need to thank for all of their efforts, and for believing in us every step of the way,” the county said in a statement.
