Pinellas County to begin emergency beach nourishment project

Construction is set to begin in the coming days on Pinellas County’s $125.7-million emergency beach nourishment project, with work starting at 197th Avenue in Indian Shores.

Crews will first install a pipeline before moving sand onto sections of Sand Key, Treasure Island and Upham Beach. However, gaps remain in the plan: 16 properties in the first work zone will not receive sand on their easements because owners have not granted temporary construction access.

The Pinellas County Commission approved funding through the Tourist Development Tax, also known as the hotel bed tax, for one-time emergency nourishment across beaches from Clearwater Beach to North Redington Beach, as well as Treasure Island and Upham Beach. At least $11 million in state grants will also support the work.

In past years, the U.S. Army Corps of Engineers has covered up to 65 per cent of the cost of similar projects, but Pinellas is not eligible for federal funding this time. More than 100 property owners, including more than 40 in Indian Shores, have not signed easements required by the Corps.

Where easements have not been secured, contractors will still place sand landward of the Erosion Control Line, but gaps will remain on private property. County officials warn that once construction has passed a property, it will be too late for owners to sign easements and receive sand.

The nourishment project will rely on dredged sand from Egmont Shoal, Pass-a-Grille, Blind Pass and John’s Pass. Boaters are being urged to use caution near dredging operations and follow local navigation notices.

Officials also note that construction coincides with sea turtle nesting season, which runs through October. The County and its contractor say they are working with environmental partners to minimize disruption to nests.
